Eagle Watching on the River

Wherever ice doesn’t form — as in the turbulent water below locks and dams or at the confluence of a tributary with the Mississippi River — you often find the open water that bald eagles need to catch fish in the winter. Many towns and parks on the river make a celebration of eagle watching.
